A headquarters designed to support Burbank Housing Development Corporation’s people first mission, foster the way its teams work, and create a welcoming environment for the communities it serves.

A Workplace with Purpose
When Burbank Housing outgrew its longtime leased office, the organization made a significant investment in its future by purchasing its first headquarters in more than four decades. The existing building reflected a typical business park office environment, with perimeter offices, private workspaces, and a conventional suspended ceiling grid that defined the workplace. The team saw an opportunity to transform this familiar office typology into a workplace tailored to the needs of a growing affordable housing organization. By rethinking the existing layout and infrastructure, the design created a more open, connected, and purposeful environment that supports Burbank Housing’s staff, operations, and continued service to the North Bay community.

Program, Plan, Design
The tenant improvement process began with gathering program data through interviews with Burbank Housing’s various departments and to gain an understanding of how teams work, interact, and serve their community. TLCD worked closely with the organization to evaluate the existing building and infrastructure, translating operational needs into a cohesive plan that could support both current priorities and future growth. Interior renovations and accessibility upgrades were integrated throughout the building, with spaces designed for focused work, meetings, collaboration, and informal as well as public interaction.
The design and finish palette were driven by a desire to create a bright, modern environment that maximizes access to natural light while feeling warm, approachable and relatable to the people Burbank Housing serves. In the open work areas, the existing ceiling grid and tile were removed to expose the structure and MEP infrastructure, which were painted black to create a dramatic backdrop for a striking composition of acoustical clouds and linear lighting. A soft white backdrop and warm wood elements provide a familiar, welcoming foundation, while accents of blue, orange, and gold reflect Burbank Housing’s brand and bring depth, color, and energy to the space. The result is a contemporary and maintainable workplace that feels both professional and inviting, creating an environment where staff and community members can feel comfortable and connected.

A Home for Their Mission
The completed headquarters gives Burbank Housing a workplace that reflects its growth and supports its future. By thoughtfully adapting an existing building, TLCD created a purposeful and welcoming environment that supports the organization’s people, reinforces its identity, and provides a place to advance its mission of serving communities throughout the North Bay.
